I have been seperated for 8 years and my ex lives in Mexico. I want to get married to someone else.

Generally, states have rules of civil procedure that determine how to serve a person who is not within the state.  This may be using a private process server, or service by publication.

This will begin your divorce.  Each state has different rules determining when and under what circumstances the court can enter a final order.
