For years, the Federal Government has overemphasized collecting child support payments and that has led to a system that is unduly harsh on low-income and incarcerated parents. 

Many parents too easily fall into an unending cycle of debt, which creates a system of modern-day debtors’ prisons.

City University of New York law professor Ann Cammett joins DadsDivorce Live to detail why the system’s inability to distinguish between parents who are poor and unwilling to pay from those who are unwilling to pay is a critical flaw that is harming families.
